What the developer’s documents confirm about the legal name, form of ownership, sales stage and handover dates — and what needs to be checked unit by unit before you pay a deposit.
Legal names
- CT4: Apartment buildings with commercial services CT4A and CT4B (commercial name “Masteri Cosmo Central”).
- CT3: Apartment building with commercial services CT3 – Towers A, B1, B2 (commercial name “Masteri Cosmo Central – Nexus Zone”).
- Both belong to the Saigon Binh An Urban Area Project (Dự án Khu Đô Thị Sài Gòn Bình An), Bình Trưng Ward, Ho Chi Minh City — i.e. The Global City township.
Form of ownership
The brochure states: long-term ownership, applicable to Vietnamese nationals.
Foreigners: the sales policy includes a separate payment option for foreign individuals and organisations. Under the 2023 Housing Law, foreign individuals may own commercial housing for up to 50 years (renewable), and foreign ownership may not exceed 30% of the units in each building. The remaining units available to foreigners must be confirmed unit by unit.
Sales stage
The 08–09/2026 policy is an attachment to the expression-of-interest programme: buyers register and sign an agreement letter first; the SPA (sale and purchase agreement) can only be signed once the developer has met the legal conditions to sell off-plan housing. The training documents expected CT4 SPA signing from 08/2026 and CT3 from 01/2027; the current SPA signing status of CT4 must be confirmed.

Does Masteri Cosmo Central come with a long-term pink book?
The brochure states long-term ownership for Vietnamese nationals. The pink book (ownership certificate) is issued after handover; the final 5% is paid when you receive it.
How long can foreigners own an apartment?
Under the 2023 Housing Law, up to 50 years, renewable; foreign-owned units may not exceed 30% of each building. The project documents do not state a separate quota — this must be confirmed unit by unit.
Has the SPA been signed for the project?
